Yes but ColoradoGuy '"device" to begin, aka "when this happens". When I click the option however I get this message, "we are unable to find any supported devices". appears to me was referring to Devices so he was/is getting conflicting help

It is my understanding that Unfortunately switches and bulbs are Not considered Devices under "when this happens" for routines , Items such as Motion Detectors are

Your That's not correct. You can setup routines using plugs and bulbs on a schedule or geolocation. You can also setup them up in spoken routines such as "Good Morning".
Your post made it sound like [at least to me] that ColoradoGuy should be see switches and bulbs under Devices

It will be very satisfying when a $20-$200 Alexa Device will operate like a device from the year 3000 !!
Its actually a feature that Amazon has implemented in their Alexa SmartHome Skill API and is now up to the device manufactures to update their Alexa Skills to support it. It would be nice if Amazon would showcase this on their own smart plugs... hint, hint
Now, I do have a workaround for this that I'm using for GE Zwave switches as we wait for this feature to be implemented... but its not easy.
It requires the use of a SmartThings Hub and the creation of virtual switches/contact closures. Basically the home switches and plugs are monitored by SmartThings and state changes reported to Alexa Routines as contact closures which can be used to trigger Alexa Routines
