I have a couple TPLink wifi outlets defined and working with Alexa voice commands and Alexa iOS app on a single Dot system. Tried to create a routine to turn one device off at a certain time every night. When I try to select a device for the routine operate no devices are found in the Alexa app. These same devices can be found and operated elsewhere in the Alexa app. I tried disabling and re-enabling the target device. That process completes without problem, but the device still isn't found in the routine configuration.

Not sure if this is related or not - but 3 days ago, I created 3 routines that manipulate a lot of my smart lights and outlets. All 3 of them, include turning on or turning off “Upper Stairway” and “Lower Stairway” - and all 3 routines work flawlessly.
Today, I wanted to create a couple of new routines and the “Upper Stairway” and “Lower Stairway” devices do not appear in the list under “Control Device”...? They still appear under “Smart Home” - and they work. And they also still appear in my existing 3 routines (and work).
But for some reasons, they no longer appear in the list of devices in the create routine wizard.
I don’t want to delete them and re-add them for fear of losing them everywhere - and I shouldn’t have to - because they are obviously still operational.
All my lamps and my Echo’s are up to date with latest firmware. I have an Echo, an Echo Dot and an Echo Show.
I too am anxious to learn the solution to this problem. Like the posters above, some of my smart devices (especially some of my Hue lights) are not populating or showing up in the list of devices I want to control for my routine on the app . All devices DO show (and work fine) in the general smart home part of the app - just not in routines. Also some devices which were previously showing in the routines part of the app have now disappeared and others previously missing have started showing up. I have unplugged my echo devices (2 dots and an echo plus), uninstalled and reinstalled the alexa app on my phone (multiple times) , I have completely reset my modem and router as suggested in one of the links above, and I have even called Amazon tech support who, frankly speaking, didn't seem to grasp the issue I was trying to explain-- after trying a couple trouble shooting techniques with him... he told me he was going to submit a ticket to the developers to address the matter. When I asked to be transferred to tier 2 tech support I was told he wasn't allowed to transfer me because they don't the answer to problem either. He acted as though this issue had never happened to anyone before. However a simple search in google tells a different story.

BINGO! I was also frustrated by a missing Phillips Hue bulb in my list of devices while trying to set up a routine. But I eventually stumbled across this solution: on the screen listing my smart devices in the Alexa app, while setting up a routine, I pulled down on my iPhone screen which resulted in a refresh of the device list after a few seconds. At that point, my missing Phillips bulb appeared in the list.
Can you explain further how you got it to work. I’m not following what you mean when you say “I pulled down on my iPhone screen”? Many thanks - as is the case with many others, I am desperate to fix this problem.
MarkR2D2, that was EXTREMELY helpful. Thanks! Had the same problem on my iPhone and refreshed list of devices as one does in Safari when refreshing a web page - swipe down and boom! New devices show up. Not sure why the app doesn't auto refresh when you enter the page. Oh well.
I have the iPhone XR and I tried the pull down screen method to refresh devices listed within routines, it does not work? Any other ideas extremely frustrated with Alexa routines and their lack of service.
