I have collections that I’ve created both of the amazon website and my old Oasis. I now have a new Oasis (Gen 2). As soon as I make changes to collections on the devices the changes appear on my iPhone kindle app, the desktop amazon website but not on the other Oasis. And my iPad kindle app has been “synching” for 24 hours with no collections showing. I have restarted, reset, reregistred all devices multiple times. Any idea? My old Oasis hasn’t synched any of the new collections created on the desktop. The new Oasis consistently syncs just 6 collections, some new ones I created and some very old ones but not all the old or new collections. I’ve spent a lot of time trying to organize and this is getting very frustrating. Thanks for any advice (And I know how to switch between all and downloaded and viewing collections vs books so that is not the issue).

The changes may not be reflecting on your older Oasis (not sure what Generation your older Oasis is) because Cloud Collections are only available for e-reader models 6th Generation and newer!
however, Collections will not appear unless they have been downloaded/added to the devices. On most Kindles you need to turn on wireless and sync (menu option or icon), then change the Home page to:
All (highlighted) | Downloaded ___ Collections ___ Title
and then long press on any Collection definition that does not have a star beside it until a menu comes up and select Add/Download to Home (or something similar). Once that is completed, you can change back to
All | Downloaded ___ All Items ___ Collections
I'm presuming the Reading apps will be the same if they support Cloud Collections with the possibility of Cloud instead of All and On Device instead of Downloaded

Did this ever improve? I just got a new Oasis 2 a few days ago, and am having the exact same problem. A random subset of my collections showed up on the new device, and I can't get the rest to show up not matter what I do.
I only have a basic kindle but I have 3 generations of fires (1 7" and 2 HD 8s) and Kindle for Android. Among them, ONLY the Kindle for Android is quick about updating collections from wherever they are updated/modified. In the other devices, you have to manually sync them -- multiple sync options are ALWAYS required -- and sync them multiple times (not just the multiple hits for a single sync). Eventually, they usually sync up but it's always a headache and a pain.
I often just give up and make the changes manually rather than continually fuss with the issue.

I have a Kindle Paperwhite running version 5.9.7 and I have similar issues. I do not typically read on more than 1 device, so it's really only necessary for me to sync to my PW from Amazon account, but Collections created online do not sync to my device. For example, under Account > Manage Your Content and Devices (online), as I purchase or download books, I can create and add them to a Collection. Screen shot included. However, I've tried all the syncing options and recommended steps above and Collections are not showing on my device. Whispersync is enabled on the device, logged in with same account, etc. There is not one Collection appearing on my device, regardless of how I sort, filter, display, restart, show all, etc. so there is nothing to 'long press' and so forth. I have 1,313 items in my account; it's unreasonable to manually manage these directly on my Kindle PW.
Did you verify that the device is registered to the account with the Collections by clicking on the Devices tab on the Your Content and Devices page?
Did you update your OS on your paperwhite? You're running an old version and should be running 5.10.1.1 - Kindle & Fire Updates page (find your device and click on it for instructions)
I have updated to most recent version as suggested 5.10.1.1, my device is registered to the correct account, but it did not resolve the issue. I sync'd some books that reside in a Collection as well as followed steps recommended above, however the Collection does not appear on my Kindle PW (6th generation). Any other suggestions?

It's a single account. Honestly, it's the most basic/easy set-up. My account, I only read on one device, no family library. The reality is, it's not working as expected. The issue has been going on for some time; in actuality, it's never worked on my Kindle PW. There have been restarts, resetting the device completely, more restarts. After reseaching, attempting various suggested fixes and not being successful, I decided to post.
from your image, it's difficult to see whether or not you have All highlighted. To see Collections created on the account and not on the device, you need to set it thusly
All (highlighted) | Downloaded ___ Collections ___ Title
then you should see the collections on the account and you can long press on each of them one by one until a menu comes up and then add/download them to the device. This method worked perfectly for me when I added a device that supported Cloud Collections. Alternately, create a Collection on the device, then sync and use the above option and you should see them. And you did a reboot, not a restart, by holding the power button in for a full 30 seconds while the device has wireless on?
aha, I just found this while perusing the help pages for the Paperwhite:
"Whispersync for Books: Enable and disable the automatic backup of your annotations, most recent page read, furthest page read, and collections to Amazon’s servers."
if this isn't on, it might not see Collections on the account. I believe this is the path to it.

I am going to call Amazon Customer Service. I have done so a multitude of times. Let me relate my very consistent experience with them:
I call Customer Service and relate my issue. They tell me that what I want to do absolutely cannot be done, has never been done before in the history of the universe, what I want to do is completely unreasonable. On more than one occasion, I've been told that I should be prepared to do things the way that Amazon designed them to do, that if I wanted to do things the way that I wanted to do them, I should build me own application.
Mad as H___, I do a lot more investigation on Google. Even more angry, I call Amazon Customer Service, usually hoping to get a front-facing Customer Service rep who is more knowledgeable. (There are Customer Service who are actually knowledgeable and helpful. My understanding is that they either get fired or moved up an out of anything front-facing.)
Eventually, they get tired of me and pass me off onto a second (or third tier). That technician (notice we're out of the reps and into the techs) who says that what I want to do is easy, no problem at all. S/He says, "Just give me a moment. I'll do it for you." Presto, s/he does it. Unfortunately, those folks aren't good at explaining how to do things. You'll have to be really forceful with them, pestering them until you finally understand them. Don't let them go until you fully understand them. Otherwise you'll have to do all steps over again, stating with Step 1, the next time you need to do it again.
Explain to them that they really need to either (a) Teach the Customer Service reps how to do them (You'll hears the gears turning in their heads, screaming, "The reps are waaaay to dumb to ever understand this!!!") or (b) make it easier to get passed through to someone who understands this (You'll hear the gears turning in their heads, screaming "We're waaaaay too busy to answer all these calls; our primary job is to create the software\website/etc. If we answered these calls all day, we wouldn't get our job done, and we'd get fired.)
Write to them (yes, a letter, not an email, with your name and address, preferably generated your computer and printed on paper, put into and envelope with a stamp and mailed) describing, step-by-step precisely what you want to do and precisely what type H_ll you have been through to get an answer. You can send the letter to:

what do you mean by Downloads? if you mean something you've downloaded using the browser, you need to use some sort of File Explorer and move it to the documents folder and access it through the Docs app.

It's enabled and yes, Kindle has been rebooted, not just restarted. Unfortunately - no go.
