I can select from Chrome to cast to my FireTV, but it never starts playing. If I try from my phone, it happens almost instantly, but even though my PC sees the device, it never succeeds in sending it a video to play, and the process dies with the browser thinking it is actually casting, giving an option to stop casting.
FYI Fire TV uses an open protocol that enables Fire TV apps to be discovered and launched from a second screen device so i dont think the functionality you require exists at all. im not professional but yeah i guess contacting support would be a good idea
