Our Fire TV stick worked fine until 2/9/19 when it started "organizing apps" in 10-minute cycles repeatedly.
Unplugged the unit, replaced the batteries in the remote, uncabled and recabled all of the connections.
After 2-3 sets of 10 minute updates, it allows us to watch one program, then goes back into the 10-minute organizing apps message.
Performed the unplugging and recabling process several times, and let it sit for an hour. Same behavior today. Will unplug again and see if longer off time works.
Replaced the batteries again in the remote.
Never saw this message before and I've used Fire TV for two years.
1.2 out of 5 for app storage used (plenty of storage), 10-12 apps on it, cable is 180MB download, and no static charges.

Sounds like you may have to just do a Reset to Factory Defaults.
Note, you will have to install side loaded Apps again, but the ones from Amazon will reappear when you re-register.
Installed a new Fire TV from a box, ran the download to set up, now on Optimizing System Storage and Applications 10 minutes on a new Fire TV, older version (not a stick).

Newly opened Fire TV is working like a charm. Will reset the other and test it on another TV to see if it continues to optimize nonstop.
