I just got an ad for "Discover Certified Refurbished deals" on the home page of my Kindle Fire HD 10 2017 edition.
I actually paid to have ads removed from my system.
This Ad takes up the first two rows for icons on my home page and pushes all my icons down.
How do I get rid of this?
The special offers on Fire Tablets that can be paid to remove are only the ones on the lock screen.
On the product pages for the Fire tablets:
"Special offers display on your device’s lockscreen. Learn more"
And from the Learn More link...
"If your device includes Special Offers, you see them as a screensaver when your device is in sleep mode. Connect your device to Wi-Fi to receive the latest offers."
"Special Offers are displayed as a screensaver when your Kindle e-reader is in sleep mode. On Fire tablets, they are displayed on the lock screen."
it's probably recommendations and you can turn them off via your menus
I paid the $15 and opted out of "Special Offers" this is not a Lock screen ad.
and that's not an ad per se - the latest update turned on new Items (look just above it and you'll clearly see the words New Items. You need to turn that off.

On mine, it showed all my recent books, so I kinda knew where to look
