I've had my HD 10 for awhile now, and I've always had problems downloading books. I called the Support techs and they were "surprised" that it took forever to d/l a book, that tapping on a book didn't start the d/l, but really gave me no help other than: wait. Which I do. Alot. Sometimes I delete the book & reload it. Sometimes that works, sometimes it doesn't.
It's annoying but I can live with it.
What's really bothering me is how slow my Fire is. It takes forever to get from closing a game to the home page. It takes forever to get a book I'm reading to open.
I've got Cleaners for Kindle but nothing seems to help.

I've got one of the previous gen Fire HD 10 tablets, and 'sometimes' experience similar issues downloading content. Not always, but at times. I've always chalked that up to either the WiFi network I was using was slow or overloaded with people streaming media, or that the tablet itself was busy doing something like downloading an update (I have auto updating turned On).
Plus my tablet after two years of use is nearly full, think I have 10~15% storage left on the device itself and about the same on the SD card. I just now bought one of the newer tablets to use and plan on giving the old one a colonic by doing a factory reset on it to clean out everything and start over fresh. (First I'm going to back up any stuff that ain't in the cloud somewhere).
Hope you don't have to take such drastic measures to remedy your issue. Good luck.
I don't think it will help. My first 10 was a paperweight and returned. Got a new one about a year later and while better, it was still terrible. Slow. It's the lack of memory, mostly. I tried again with the newest version and so far seems greatly improved.
