Same here. It seems to have borked up almost right after the "resume" feature was introduced. It's not my device as it happens on all of them. Does anyone know if there is a way to "delete the cache" or something?
I tried disabling and enabling Tune-In (the skill that provides RMS) but that did not work.
Note: Uninstalling the app disables previously enabled operating system level feature permissions. Once you have finished reinstalling the app, please revisit each feature and re-enable any relevant permissions.
