when I tell my original Echo “Alexa, stop” she will just turn the volume up. I can have her playing music in three rooms and go into each room and say “Alexa, stop” and they will cut off for a minute, then turn on again. The main one raises the volume each time. I can usually get the Dots to turn off by speaking directly to each one but the main Echo has to be unplugged to turn it off. HELP.

As you have other Echo units, have you tried getting one of them to shut off the problem unit? The command would be, "Alexa, stop <name of problem unit>". (I still have my morning alarm set on my original Echo, but I stop it from my bedroom Echo Dot). If that works, you may want to consider resetting the problem unit.
My Alexa speakers(which are paired) will not stop playing radio now when I give it the Stop command (it used to until a few weeks ago), It will pause and listen to me but no matter how hard I try, it will not stop playing the radio. The only way i can stop it is to unplug both speakers!
It seems to me that the support team is so busy adding new and mainly pointless features! that they are not maintaining and testing the main app rigorously and properly. I was in the computer industry for years and from my experience this is a common problem among developers who are more interested in adding "exciting " new features than doing the basic support job.
I got the same problem when tried to stop spotify music.
After many tried, I saw that Alexa play spotify music on bluetooth stream mode instead of "play on echo device". So I removed all paired devices (I guess that only need to disconnect pairing) and everythings worked.
