Today tried it with app closed. Same as the previous days. Worked when I left but not when I returned. Tried delete and reset of the arrive routine. No luck. I enlarged the range and will try again tomorrow.
Are moderators even watching this? I would think having direct feedback from your customers for new releases is exactly what they would want. Don get me wrong, I know Mr Bezos is getting a divorce. But let's be honest, hes not a moderator. He pays others to do these thing. #amazondroppedtheball

I use IFTTT for geofencing on other apps. I set the diameter of the geo location circle around my home to be a little off center from it and slightly larger as, the two entrance/exit options are the only two ways to leave my neighborhood. That way, when I pull into the neighborhood (trapped, the only way to go is home or turn around/loop back but 99.5% of the time, it is to home), the house comes to life — heat/cool, lights, robot butler, etc. — about 5 minutes before I walk in.

But it is Not Hue lights I want to control it is some LED lights that are controlled via a plugs and I assume to be executed using Alexa
Ok, I am giving up on this for now. It would be nice to get something from Amazon on these issues. I will leave a test arrive routine for her to welcome me home but have created my location based routines in my Samsung smart things app. Let's see if they work better.
Has anyone had any luck or come up with any fixes to this? How do I get in touch with an Amazon alexa tech to discuss? I really would like to be able to use location based routines... So far, nada! Rather disappointed.
My routines are now all working appropriately. I had to change my radius also because the routine wasn't running early enough before I reached home. My app does not have to currently open and running. So happy things seem to be well for now. I also wrote a routine to tell my husband that I was close to home and he could fix me a drink now. Fun stuff when it works.

Location based has never worked for me, Most of the suggestions listed have been tried. Have contacted Amazon numerous times. They act as if I'm the only user that has this problem :-). They ask dozens of question but they ask one at a time then put me on hold 1-6 minutes after each answer to "look into". This easily eats up over an hour per contact. The outcome is always "creating a ticket and escalating my issue" with resolution promised anywhere between 24 hours and four business days. Of course that never happens and the cycle repeats.
Location based has never worked for me, either. Why roll something out that has such a high failure rate? I was working in the tech field when a product wasn't rolled out until it was thoroughly tested. My son says that the paradigm now is to release a product early and let the general public to the beta testing. Yuck.
This isn't the first ECHO release that was buggy or inoperable. The big difference I see is Amazon is doing nothing to remedy. The couple of times in the past I have had issues Amazon technical support would respond in a timely manner and not stop until there was resolution. Amazon is totally ignoring the Routine issue and the repeated promised resolution within 48 or 72 hours is getting mighty stale after 4+ weeks. I'm just not making any more Amazon purchases until I at least get the respect of honest effort on their part.
I realized that it is not the app or WiFi that causes the Routines to run but if you have Bluetooth turned on. I had my Bluetooth turned off on my iPad and the routine did not run. I turned it on it runs. I am referring to my arrive home Routine. It works when I have Bluetooth turned on. I initially thought it was using WiFi, but I discovered it was using Bluetooth. See if that makes any difference for anyone.
